Ministry of Heath and Social Welfare has identified human resource for health information as a key area that needs to be strengthened in fast tracking implementation of Human Resource Strategic Plan. The situation analysis conducted during the development of the said plan indicated that there are several Human resource information databases dealing with human resource for health with mostly same fields within and outside the Ministry. It was then agreed that these resources should be harmonized, and housed under Health Management Information System for consistency.
1.Ministry with the assistance of HRHIS developers from the Department of Computer Science (under HISP)-University of Dar es Salaam has developed a Human Resource for Health Information System (HRHIS) that links very well with other systems. Initial operational training was conducted on 16th and 17th November, 2009.The training took place at the Department of Computer Science-University of Dar es Salaam, the targeted members were the key users of the HRHIS in Coast region, which is a test region. These were (District Health Secretary, HMIS focal person, and Human Resource officers at DED's office, the MOHSW staff were also included.
2.The system is based on full open source technologies (PHP, PostgreSQL, and Linux) and a flexible architecture. The database is populated with the initial mandatory 20 elements as requested by MOHSW, but the system is made very flexible enough to allow system administrators or authorized users to add new additional elements as new needs arise.
3.The HRIS developers conducted an evaluation to get feedback from the trainees who attended the training. The outcome of the evaluation was very good indicating the relevance and acceptance of the developed HRHIS software by the targeted users at Central, regional, and District.
4.The installation, on-site training and initial supportive supervisions for Dar es Salaam is also done and initiatives for rolling out the HRHIS software in the three selected regions: Tanga, Morogoro and Kilimanjaro also started since 27th of April 2010 and they are part of ongoing HRHIS activities. Specifically,training and installation has been done in Tanga in the thrid and fourth weeks of May 2010.Thereafter the team will move to Kilimanjaro and Morogoro in order to accomplish the same tasks.
5.A team of ICT professional developers from the Department of Computer Science , are and have been undertaking the task of installing the system in Coast and Dar es Salaam regions and will also be responsible for installing it in Tanga, Morogoro and Kilimanjaro regions and their districts including any suggested referal hospitals just as it was in Dar es Salaam.
